So I've been wanting to learn to pick out melodies by ear, but from what I've read, apparently it's impossible unless you can sing the notes. Is that really true? My singing ability is such that I can't get out of level 1 on Interval barks... Am I at a dead end here?

you came to the right place, the gym for the ears :) it is certainly not necessary to sing in order to pick out melodies by ear.
I would recommend WAITING FOR INTERVAL BARKS TO BE FIXED
meanwhile play with the "Departurer" and "Lander " games, it will tune your ear to the sound of the intervals.

aside from your daily gym routine, start playing your instrument solely by ear, start with simple melodies, start with "Jingle bells"

knowledge of practical music theory can aid in picking out melodies by ear, aside from your gym exercises and hands-on music playing by ear complete your training with learning theory.

More accomplished singers than you can't get out of level one of Interval Barks. But the current, revised version doesn't even recognize a unison for me. I know I can sing a unison. I do consider it broken.
